Voice of the Customer means systematically capturing what customers actually need and translating it into measurable requirements, so improvement work is aimed at what they value rather than at what is internally convenient.

Improvement projects usually start from an internal signal — a cost, a delay, an indicator that moved. That is rational and it has a blind spot: it optimises what the organisation can see. A process can be made faster on the dimension nobody outside it cares about, and the numbers will improve.

The work is in the translation. “Reliable” is not a requirement; a delivery window met 98% of the time is. Vague feedback turned into a specific, measurable characteristic is the whole exercise, and until it is done there is nothing to design against.

Stated preferences are also not the same as revealed ones. What customers say when asked, what they complain about, and what they actually do frequently disagree — and the disagreement is usually more informative than any one source. Relying on a survey alone gives you the answer to the question you thought to ask.
